its not about level......
Even lvl 2 can be host in game where rest of players are lvl 20....
Its about ,,who is on the top of loading screen,, to simple it: if u see replay and while its loading look on the top, who is most upper player- that guy is host even when he cant create games.

So this is clear case.Lag abuse. BleedingHollow was host.
