I am not an expert about this but i can give you few things you can try:

1. Make sure you have map (because LA bots insta kick players which don't have map on Dota games)
2. Make sure that your Antivirus / Firewall is not blocking neither Warcraft 3 nor Xpam client (whitelist those)
3. Try hosting a game yourself and see if the problem still presist, maybe the lobbies are full.

You're not banned on LA Bot . You are not only one with this situation, i had 2 guys on channel with same problem.
It was solved for them by deleting and reinstalling the Client
