it is quite possible if you don't mind paying a lot for the electricity. You must configure webserver with php support + a database server. You'd also need a domain so ppl can find your PC in the net without remembering weird numbers like xx.xx.xx.xx which is your ip address looks like.
You may want to use a pre-bundled and preconfigured server software like for e.g a wampserver, however keep in mind that such servers are usually are not secure and intended only for development purposes.
So your choice here is apache+php5+mysql as an database. You should configure this software by yourself to get familiar with the technologies. As for the domain google for "no-ip" service. All of this would cost you nothing.
Remember tho, any power outage or issues with your PC would prevent visitors from connecting to your site. Moreover potential hackers may use exploits in your code to get access to your webserver and potentially to your computer. That's it.

Just install wamp, throw your website into C:\wamp\www directory and BAM you have a server. You can access your website by IP or by domain if you buy one/get a free domain like no-ip.

What do you mean by put your website into C:\wamp\www directory and then register domain ? how im supposed to connect the domain with the folder xD? and what kind of website should i make? phpmyadmin?

Well you just install wamp and everything you put in C:\wamp\www
