Ban request for purposely game ruining

Player Booger ruined this game completely. He played noobishly from start to end (his "end" was around minute 6).
He REPEATEDLY fed kills and couriers to the enemy team. He stole items from his teammates, never returned them back, flamed, wasted our time. None of those happened only ONCE.

The enemy team should get a warn for not accepting to get him kicked, but that should be a LagAbuse.com ban request.

The reason I posted the request here is because he can ALWAYS get a new account and play on PlayDota bots, and he should get IP banned (at least temporarily), as this is not the only game he has ruined. Here is another ban request for the same player:
