lol you don't have to modify files to mh you can always load an external program that just works trough an override of the normal classes... its not like the people that make the mh's are retards and can't ommit that <.<

Probably 'cus most of your current SO KNOWN hack moderators have no clue about programming, map hack detecting beside the basic ( fog clicks ).
Even registered users know to detect typical click in deep fog, the most funny part is 90% of reports are already solved map hack reports, just need bans, since registered users copy paste from Parser click in fogs, exact time when victim clicked and nick name.
So I blame you administrators for promoting people that actually doesn't know anything about detecting map hack, NOT TO MENTION dream dota hack.
If they are kind and mannered, that doesn't mean you need to promote them for Hack Moderators.

OK, other way around; Automatically ban everyone reported and let a moderator unban the VICTIM.

There is a lot of people that are not familiar with Forums and how it works, not even registered, I know a lot of people actually ask me to create account for them (friends, skype users,etc).
As about Dream Dota Hack, you should really find out some professional anti hack developer, it's big problem, you might not know, but a lot "pro players" actually wasted their money and bought that shit.
The point is: a lot of typical hack reports are not solved, but what about hard one?
Some people actually know to use hack and will never click in fog.
Do you consider click in fog as the only strong proof as hack? - me not.
