Unable to host through ghost??

My friend has ghost bot up and running, works fine for him, i am on admin list ext, should have full access i type !pub xxxxxx and it says
"You cannot create game cose you are lvl 1 and free hosting service is disabled"

Could not find anything about this error online? any ideas guys? :/

Dl Gohstone and use it coz bot Owner can control Admins Access 100% u wont face this bug in Ghostone
