You will have to add the ports to the exceptions of the firewall even when its off in win 7

And which virus scanner you using?

I have made a firewall exception (in windows 7 it is called an inbound rule) for the ports 6112-6119
I'm not using any third party anti-virus or firewall software at the moment
    And still can't host

No I only have this one router.
Could it be a problem with my ISP??
    And what is "port forwarding"??

    6112-6119 are "ports"

They need to be "forwarded" to the IP of your computer.

Then you have a portforwarded router

I'm sorry my router uses different terminology.
These are the details of the rule I set for Warcraft.

In advanced setting > NAT > Virtual Server

Virtual Server for : Single IP Account
    Rule Index : 1
    Application : -WC3X
    Protocol : ALL
    Start Port Number : 6112
    End Port Number : 6119
    Local IP Address : 192.168.1.254

I think this means my "ports" are "open" or "forwarded" right?
