Hum, if I may, there are some types of Malware that disable Administrative tools, such as regedit and task manager.
Malware would be suggested if you are the computer administrator and has not disable these tools.

If Mitsuki's suggestion won't work, try the malware removal

I tried to run in safe mode as an administrator but i can't run it(blue screen aprears)

Your windows account should be administrator. Go to control panel, users, find your account, change it's status to administrator.

Start>run>regedit If you can get there then go to your warcraft iii folder, run eurobattle.reg. Run euroloader.exe and play.

If you cant, scan your pc for malware.
