cannot connect to battlenet

after skimming for a bit i didn't find anyone with similar problems.
so the problem is that it will not connect (loads for a very long time and then fails) and won't even prompt a username/password login.
I'm using the university proxy though, is this the cause?

Are u sure that you have installed the game and our loader properly?
