Can host be banned or punished for bad balance?

Hello,here is the situation.I played a Dota game,but before the game started I did not see what the balance was.
When the game started I saw balance about 70 for sentinel vs 30 for scourge! It is obviously not good balanced,so it is a host mistake.I think he did it with purpose.I have a replay.How can I report the host and is there a penalty for this?

There isn't. I suggest you play on some of our partner/official channels to avoid these pub mistakes...

1. No there is no penalty for that.
2. There is no rule that says that host has to balance the game.
3. Maybe host had friends in sentinel, if they had more points than your team did and he locked them !balance command would do nothing.
4. Sometimes people might intentionally make their team weaker so they can get more points.
5. Your life is ruined now isn't it?
