In that case, I presume he feels a violation of the first article (even if it is a not an article, but in his excerpt, it is)

(i) directly or indirectly generate queries, Referral Events, or impressions of or clicks on any Ad, Link, Search Result, or Referral Button (including without limitation by clicking on “play” for any video Ad) through any automated, deceptive, fraudulent or other invalid means, including but not limited to through repeated manual clicks, the use of robots or other automated query tools and/or computer generated search requests, and/or the unauthorized use of other search engine optimization services and/or software;which is clearly out of place here, because what google forbids here is artificial, non-human clicks, hi-jacking or SEO tactics. A modified statement of "Please pay a visit to our sponsors" presented in the MOTD while logging in is in accordance with the terms of use, as well as EULA - The user is not forced to click, neither is he required, nor are any actions taken to manipulate the user into clicking an add.

Mind you, the older TOS agreement (e.g. from 2007) mentioned and prevented usage of so called "Thank you pages", which has been removed.
There are also strong terms against placing ads on other sites, see:

Google ads, search boxes or search results may not be:
Placed on any non-content-based page. which we are not doing.
or

Google ads my not be placed on copyrighted web based material other then the agreedwhich is not happening either.
Feel free to draw my attention to any points I might have missed (which happens all the time)

EDIT:
Here is a short list from google about it (learn more here (https://www.google.com/adsense/support/bin/answer.py?hl=en&answer=48182)):

Encouraging Clicks

Publishers may not ask others to click their ads or use deceptive implementation methods to obtain clicks. This includes, but is not limited to, offering compensation to users for viewing ads or performing searches, promising to raise money for third parties for such behavior or placing images next to individual ads.
In order to ensure a good experience for users and advertisers, publishers participating in the AdSense program may not:

Compensate users for viewing ads or performing searches, or promise compensation to a third party for such behavior.
Encourage users to click the Google ads using phrases such as "click the ads", "support us", "visit these links" or other similar language.
Direct user attention to the ads using arrows or other graphical gimmicks.
Place misleading images alongside individual ads.
Place ads in a floating box script.
Format ads so that they become indistinguishable from other content on that page.
Format site content so that it is difficult to distinguish it from ads.
Place misleading labels above Google ad units. For instance, ads may be labelled "Sponsored Links" or "Advertisements", but not "Favourite Sites" or "Today's Top Offers".

As you can clearly see, what we have employed here is in full understanding and in full accordance with the TOS
